If the meat has moisture when cooked, the heat will release it as steam. It will sizzle and dissipate. This makes it unlikely that the meat will sear properly.

To get a firm shell for twice baked potatoes or potato skins, use a baking potato with a thicker skin. Red potatoes are not ideal for a dense filling.
